Ordinance O-2026-8
Lakewood's Building Performance Program, established under Ordinance O-2026-8, requires commercial, multifamily, and municipal buildings 10,000 square feet and larger to benchmark and report annual energy performance through ENERGY STAR Portfolio Manager.
Failure to comply may result in penalties of up to $2,000 per violation, and the City may place liens on properties with unpaid fines. Building owners must submit annual energy data and meet all reporting requirements to remain compliant.

Who Does it Apply to?
Lakewood’s Building Performance Program applies to commercial, multifamily, and municipal buildings 10,000 square feet and larger. Covered buildings are required to benchmark and report annual energy performance data through ENERGY STAR Portfolio Manager.
Building owners will be required to provide information such as gross floor area, occupancy characteristics, operating hours, and utility consumption data to demonstrate compliance with the ordinance.
Covered properties in Lakewood that are 10,000 square feet or larger are subject to the requirements of Ordinance O-2026-8. Owners must submit annual energy performance data and comply with all reporting requirements established by the City.
Deadline to Report 2025 data is December 31. 2026.
