By-law Concerning Greenhouse Gas Emission Disclosures
and Ratings of Large Buildings

What is By-law 21-042?

The purpose of this by-law is to establish a procedure for the disclosure, by owners of large buildings, of the greenhouse gas emissions generated by their building’s energy consumption, in order to improve the city’s knowledge of these emissions, to compare them, in particular by assigning a rating, and to allow the city to develop measures to reduce them.

Who Does it Apply To?

As of Jan l, 2023, the By-Law applies to owners of large buildings located in any of the 19 boroughs of the City of Montréal, as follows:

• Any building with a floor area of 5,000 sq.m.(53,820 sq.ft.) or more;
• Any building containing 50 or more dwellings.

How Do Owners of Large Buildings Comply?

To avoid fines, the owner of a building subject to the By-Law, or the owner’s representative, shall submit energy consumption information via the Energy Star Portfolio Manager no later than June 30 of each year following the end of the latest year of disclosure.
